solemnly swear that i will faithly execute the office of president of the united states. >> tonight, the parties continue around the district, virginia and maryland. >> and will, to the best of my ability, preserve, protect and defend -- >> while security tightens and streets around the national mall shut down. >> the constitution of the united states -- >> giving us a preview of the gridlock tomorrow. >> -- so help me god. >> the constitution says the president's new term starts january 20. so president obama and vice president biden took their oaths today. both then made a stop at the national building museum for the inaugural reception. first lady michelle obama and dr. jill biden spoke to the crowd, as well. the president said he wanted to save his good lines for tomorrow's inaugural address but made one comment about his wife.

[ applause ] and to address the most significant event of this weekend, i love her bangs. >> he said he loves her bangs. the president went on to thank his supporters and said this weekend is not the celebration of a president but of the country and its future. we have team coverage on this inauguration eve. erica gonzalez is live tonight. storm team 4 meteorologist chuck bell is tracking tomorrow's forecast down to the hour. but we start with darcy spencer, live on the national mall. darcy, the big crowd comes tomorrow, but it's been busy tonight, too. >> reporter: it certainly has. if you're planning to come here tomorrow, be prepared to see a lot of this. this is the fencing that is all over the place that's going to help with crowd control. things are pretty much locked down and we're pretty for things to get started tomorrow. tonight, many streets

surrounding the national mall have been closed and barricades are up, and the nation's capital stands ready for inauguration day. >> this is such a rare opportunity. it's like once every four years. >> reporter: traffic tonight very heavy on the streets that are still open. by 3:00 a.m., everything will be shut down. >> the traffic has been more congested this time than it was in 2009. >> reporter: many tourists are already in town, but officials are expecting a smaller crowd than 2009, when 2 million people showed up to witness mr. obama be sworn in as the nation's first african-american president. >> hopefully i can get up close and personal with michelle and barack. i know that won't happen, but i'm looking forward to seeing them and congratulating them. >> reporter: hundreds of thousands are expected to subway to the mall for the inauguration. metro will provide 17 consecutive hours of rush hour service, from 4:00 in the morning until 9:00 at night. and they're charging peak rates.

>> it's different for me, because i haven't rode them before, but i love it. it's very exciting. >> reporter: metro has sold all of its 100,000 commemorative smart trip cards. there was a rush today to buy the final few. >> i've been to about two different metro stations before getting here and i got them. >> reporter: again, metro is opening its doors at 4:00 in the morning. you are urged to have your smart trip card ready, loaded with money. that way you don't have to wait in line. you can go ahead and get into the subways. they're expected to be packed tomorrow. again, expected to have huge crowds here. many streets are already closed. the street closures could last until 7:00 tomorrow evening. reporting live from the national mall, darcy spencer, news4. breaking news in hyattsville right now. a man rushed to the hospital after a fire this evening on 24th place. this is a live look at the scene right now. this fire broke out about an hour ago. fire officials say they found

tomorrow afternoon. i'll give you more specifics coming up. jim? >> chuck, thanks. jamie foxx and chris tucker joined civil leaders today for a wreath laying ceremony to honor dr. martin luther king jr. people from all over the country flocked to the king memorial today and said they'll be back on the mall tomorrow. >> i get medicare, medicaid. i have problems walking. but i wouldn't let nothing stop me. >> the president will honor dr. king tomorrow, getting sworn in on a bible king carried during his fight for equality. it might be sunday night, but the town is buzzing, including lots of balls and galas to celebrate the president's second term in office. erica gonzalez is live tonight in maryland with a look at that party and some of the others around tonight, erica. >> reporter: that's right, jim.

we have been ball hopping, as you called it earlier, all throughout the evening. the party here at the national harbor still going until 1:00 in the morning. hundreds have come out to celebrate a second term for president barack obama. ♪ ♪ hit me with your best shot >> reporter: the stars were out in arlington. >> a stylist, makeup, you know, nordstrum. >> reporter: it's shauna's first inaugural ball. >> first time coming out for president obama, supporting him and knocking on doors and making phone calls. i'm just so excited to be here. >> reporter: congressman jerry conley says all eyes were on the state of virginia this election. >> there's a different majority. there's been a permanent demographic shift and we want to welcome that. >> reporter: some say there are fewer people in aten dance than there were the first time president obama was elected and it may be for that reason the excitement is a little different this time around.

but i don't think you can tell that by the dance floor. you guys know how to cut a rug. >> i get energy from the music. >> reporter: a different mood at the gaylord national hotel in baltimore. >> we had important ballot questions, all of which passed. that said we're all in this together. >> reporter: crowds left the ballroom to watch the ravens make it to the super bowl. >> yeah, i got a peak at the game. >> reporter: good people, good food. tell them about the maryland crab cakes. >> they were excellent. very good. >> reporter: twin sisters monica and veronica say it's mr. obama's second term that will be more historic than the first. >> it has been a little difficult, but we still have faith in him. >> reporter: i'm still salivating, because we saw the crab cakes come and go and never got to taste them. maybe we can get a doggy bag on the way out. but a party is still rocking and

a ravens' win. hard to put yourself to bed, right? but many of us, thousands, have an early start tomorrow. i will see you at the inaugural ball at the convention center tomorrow at news4 at 6:00 and 11:00. we're live tonight from the national harbor, erica gonzalez, news4. >> my wife will make a crab cake for you sometime, erica. >> reporter: thanks, jim. in just a few hours, dozens of streets downtown will be closed ahead of the inauguration. crews got an early start putting up gates and posting parking restrictions. our transportation reporter explains how you can get to the national mall tomorrow. >> reporter: so you already know getting down to the national mall with your car tomorrow, that's not going to happen. so the best option is metro, walking, even riding a bike. let's look at the metro map, if you're taking metro. the smithsonian archives,

they're all closed. but if you're taking metro, here's probably your best bet. federal center southwest, capital south, union station, even foggy bottom if you want to be down by the lincoln memorial. remember about metro, you really shouldn't transfer tomorrow if you don't have to. there's going to be limited parking at end of the line stations and metro opens at 4:00 a.m. and running until 2:00 a.m. let's take a look at driving. obviously, as we said, that's going to be a problem. but all the bridges are going to be open except the memorial bridge. that's the bridge that you really want to avoid tomorrow. you won't be able to get across with your car. one of the most popular ways to get to the national mall might be biking, taking your bike. the d.c. department of transportation will be setting up a bike parking area for hundreds of bikes at 16th and i northwest and two bike corrals for the capital bike share bikes at 17th and k and the other at

12th and independent southwest. >> for all road closures and travel information, go to our website and click on our locals guide and send us your tweets and pictures from the inaugural parade. use the hash tag inaugurationd.c. for twitter. police in prince george's county trying to figure out who shot and killed a teenager overnight. 16-year-old marcus jones shot along webster lane in ft. washington around midnight. jones taken to the hospital but died a short time later. police say they're following some substantial leads. a boy is recovering after being attacked by pit bulls in northwest. police found three dogs attacking the boy. one officer fired at the animals to stop the attack. all three pit bulls were killed. the victim was taken to a hospital and is expected to be

okay. barbara walters is recovering after falling at an inauguration party. she slipped last night at the home of britain's ambassador to the u.s. she is said to be alert and talking. not clear yet when she'll be released from the hospital. still to come tonight, security tightening downtown. we'll show you the thousands of out of town officers sworn in for inauguration day. including one man coming back after 20 years. plus, sasha obama's whisper to her dad after the swearing in. and highlights of baltimore's win over the patriots in the afc title game. coming up in minutes on "sports final," the super bowl is set and we'll hear the emotional reactions from the locker room. and the caps return home today.

♪ this one at the howard theater. the event featuring patti labelle and angela bassett. considered a joint celebration for president obama's inauguration and also to celebrate martin luther king jr.'s birthday. on pennsylvania avenue, organizers put the finishing touches on some of the parade floats today, including this one.

tomorrow's inauguration falls on the national holiday for the civil rights leader. another float featuring a replica of a plane flown in world war ii by the tuskegee airmen. people are expected to begin lining up early. and tomorrow afternoon, jim and doreen answering our parade coverage. president obama and vice president biden weren't the only ones sworn in today. derek ward introduces us to some of the law enforcement officers from across the country who are here in d.c. to make sure the inauguration goes off without a hitch. >> reporter: law enforcement officers from far and near came to american university's bender arena to be sworn in as deputy u.s. marshalls to help with inaugural coverage. [ inaudible ] a briefing before duty of protecting a president, first

family and 500,000 spectators while remaining vigilant. so while they may be enjoying their time in the nation's capital, this is no field trip. >> if the president should get out of the limousine, know where the president is, know where the rest of the secret service is. >> we do have special security details back home, but not to this level. >> reporter: more than 2,000 law enforcement and 6,000 national guard troops from all over the country. >> we don't comment on specific numbers. let's just say a lot. >> reporter: and the transit authority will have its existing force beefed up with officers from other cities. they too are sworn to serve as they would at home. it's a unique kind of confidence. >> it's got a lot of crowds

perfect weather for tens of thousands. re i say, hundreds of thousands of visitors in the nation's capital. enjoying the beautiful sights and sounds of the city. it will be a good outdoor weather day tomorrow. our high temperature today, 62 degrees. not only a warm day by january standards, that makes it the warmest inauguration on record. weather records aren't official this far back, but unofficially, it was 61 degrees in philadelphia when george washington took his second inaugural dress on march 4, 1793. the warmest modern inauguration day, only 55. so warmest, no matter how far back we go in the books. 39 now in washington. and temperatures already back down below the freezing mark in northern and western maryland. that colder air is coming our way. temperatures tomorrow, 6:30 in the morning, 33 degrees in town. by 9:00 a.m., only up to 35.

noontime for the swearing in, 40 degrees. a far cry from the 60s today. back into the 30s by 8:00 tomorrow night. and tuesday morning, temperatures in the mid 20s around here. and then staying in the 20sll day. as far as windchills, by tuesday morning, single digit windchills which will last most if not all of the day. where is all the cold air coming from? the upper midwest where temperatures are at or below zero. that is what is coming our way. so be ready for a long stretch of cold weather in here as the arctic air keeps on plowing here. subfreezing high temperatures likely on tuesday and on wednesday. so be ready for that. overnight tonight, partly cloudy, colder, lows 27 to 34 in town. then tomorrow, clouds move in quickly, maybe a snow flurry late into the afternoon, into the evening hours.

everybody was talking about the har-bowl. >> get used to that phrase. i'm already over it. some great games today, but we start with the redskins. london fletcher and ryan kerrigan are both headed to the pro bowl. they were both alternates but they'll make the trip next week

to rhee place a few 49ers. as for the championship games today, it was the harbaugh super bowl. it's going to be that at least. both games live up to the hype. in the afc with the ravens and patriots. third quarter, joe flacco and company, down 13-7. second and goal. flacco finds his tight end for a five-yard touchdown. baltimore is up 14-13. flacco not done yet. next drive, goes right back down the field. this time hooking up with antoine boldin. that gives the ravens a 21 13 lead. flacco to boldin, this time from 11 yards out. he threw for three touchdowns and the ravens win 28-13. they're back in the super bowl since they won it in 2001. and ray lewis 'retirement is still on hold. >> if you're in our locker room,
